The new form of leadership seems to revolve around leadership group, they seem to me to act as a form of working group and reference group. Their overemphasized function seems to be around representation and disciplinary support to nominated and designated leader. The impact the CCD worker might have can be arguably from the onset when the effort to engage with the community is initiated.
